Ontario Welcomes $132 Million Advanced Manufacturing Investment in Burlington

BURLINGTON — The Ontario government is welcoming an investment of $132 million by Tempel Canada, a subsidiary of Worthington Steel, a leading manufacturer of transformer core products for power conversion and distribution, to establish a new 250,000 square foot manufacturing facility in Burlington. Leveraging the province’s skilled workforce, the investment will sustain over 200 existing positions and create nearly 100 new, good-paying jobs, while positioning Ontario to meet rising demand for high-quality and reliable transformers across the North American market.
“In the face of global economic uncertainty, Tempel Canada's expansion serves as a testament to Ontario’s reputation as a stable and competitive jurisdiction for investment and growth, which has helped us attract $235 billion in new investments since 2018,” said Vic Fedeli, Minister of Economic Development, Job Creation and Trade. “Through the Regional Development Program, our government is proud to support this forward-looking project which will not only create high-value jobs for our local workers but further position the province as a critical link across North America’s manufacturing supply chain.”
As demand for artificial intelligence, data infrastructure and energy continues to rise, Worthington Steel's Tempel Canada operations are increasingly relied upon to manufacture transformer cores and precision electrical steel laminations for companies in critical industries across Ontario. Outfitted with cutting-edge equipment, real-time data diagnostics and robotics, the new facility will more than double Tempel’s footprint in Canada, while supporting the province's strategy to secure clean, reliable and affordable power and establish the energy infrastructure needed to support economic growth in high-demand sectors.
In support of this investment, Ontario provided $5 million in funding through the Advanced Manufacturing and Innovation Competitiveness (AMIC) stream of the Regional Development Program (RDP).

First launched in 2019, the RDP provides tailored supports to businesses and municipalities, helping them invest in the equipment, technologies, and skilled workers needed to adapt, grow and remain competitive in a changing economic landscape. To date, Ontario has welcomed more than $2.8 billion in new investments through the program, creating more than 6,000 jobs across the province.
In the face of global trade disruptions, Ontario continues to take decisive action to protect workers, businesses and communities. By lowering taxes, reducing red tape and delivering critical funding, the province is strengthening strategic industries and building a more competitive, resilient and self-reliant economy that will create good paying jobs for generations to come.

In 2022, the AMIC stream of the RDP was launched to support advanced manufacturers investing in equipment, advanced technologies and the skilled workforce needed to improve competitiveness and growth across the province.
To date, the government has announced over $55 million in investments under the AMIC stream in over 55 companies and organizations that have leveraged $700 million in investments from industry, creating over 1,300 jobs. Application intake for the latest round will remain open until November 5, 2026.
To continue bringing manufacturing back to Ontario, the province introduced the Ontario Made Manufacturing Investment Tax Credit. This helps local manufacturers lower their costs, invest in workers, innovate and become more competitive.
Ontario’s manufacturing sector is a driving force behind the province’s economic strength and global competitiveness, employing over 800,000 workers.
With Ontario’s electricity demand growing at an unprecedented rate, the government is delivering the province’s largest transmission expansion in recent history. Since 2022, 13 major transmission projects have been given priority designation – representing a combined $6.6 billion investment to connect more than 5,500 MW of additional capacity through over 1,600 kilometres of new transmission lines.
